I hope that those concessions in the direction of
greater flexibility will enable the Hong Kong Government
to persuade their industry that they have not come away
empty handed, They will not be able to export core in
total than they would otherwise have done, but they will,
if they wish, be able to export more in categories which
interest then most. We believe that the UK industry could
stend this. I also believe that these modifications do
not set a precedent for concessions to other countries.
We shall be able to argue to all that we have not given
Hong Kong bigger quotas, and to all, save India, that
we do not have with them an agreement which lends itself
structurally to simple modifications to bring it closer
to the EEC pattern.
4 After the consultations with industry and EEC have
taken place, I will be putting a formal submission to you.
