IMPORTS OF COTTON TEXTILES FROM HONG KONG

1. Mr Royle suggested to me this morning that now was the

time for a letter from the Secretary of State to Mr John Davies

(Mr Peter Blaker and a number of other Members of Parliament

discussed the position with Mr John Davies yesterday).

Mr Royle also suggested that a telegram might be sent in

reply to Hong Kong telegram No 85 reassuring the Governor that

we were doing everything possible to settle this issue.

2. The attached draft letter has been prepared on the

assumption that it will issue on Monday 31 January and that

Mr Royle will be seeing Sir John Eden on Tuesday 1 February.

A draft telegram is also attached.
