In your minute of 15 June you kindly provided us with advice. I now enclose copies of a draft paper which I am attempting to clear within Whitehall, and should be grate- ful for your views on it too. I also enclose copies of letters from UKMIS Geneva and UKDEL Brussels. I should in particular be glad to know whether you would wish to modify the views expressed in your minute (of which I also enclose a copy for ease of reference) in the light of the points made in paragraph 4(iii) of Mr Hartridge's letter.
