We have had replies from UKDEL Brussels and UKMIS Geneva. Both, and especially the latter, seem very helpful.
2 With the help of Mr Goodfellow before he went to Hong Kong, and thereafter of Mr Lambert, I have circulated a draft working paper to all those concerned in Whitehall including the Legal Adviser. I have asked for urgent comments/amendments, so that we can get the revised paper out to Mr Haddon- Cave in the bag on Friday, 18 August. I have suggested that comments should be sent to you or to Mr Lambert; perhaps the latter could deal with them in the first instance as they come in.
