5. Mr Ridley said that we had communicated our informal paper to the Governments of the Nine and hoped that this would enable the discussion to be broadened beyond the (narrow) terms in which Herr Ernst's own draft paper were outlined. It seemed unlikely that there would be any discussion of substance on this question until after the EEC Summer Recess.
