HONG KONG'S GATT RELATIONSHIP WITH THE ENLARGED EEC

In this connection Mr Williams has raised a pertinent point in his minute to Mr Crowson of 22 September.

We think it would be helpful if you could look at this and let us have your views on what rights Hong Kong has vis a vis the enlarged EEC if the EEC were to impose unilateral restraints against Hong Kong, bearing in mind Article 19 of the GATT and our, UK, constitutional responsibility. Could Hong Kong insist that any impositions should be non-discriminatory, ie apply to all members of the GATT?
