You discussed the problems posed with Mr. Sinclair who explained that in his view such questions would not arise in this way.

2. We are of the opinion that if any questio did arise of restrictions being placed on Hong Cong exports, it would be in the context of action by the Community

itself and not of the individual members. If that were the case, the relationship existing between HMG in the Uk and Hong Cong in the GATT context would not be relevent to the question of whether the UK would, as a Community Member, also have to apply the same restrictions. Subject to further consideration of the matter, it would seem to me that if the Community did so act, the UK would have to abide by such a decision. But one never knows how a hypothetical question will be resolved.
