hold even though the EEC acted as spokesman on behalf
of all members. Practical difficulties could well arise,
however, if the UK on behalf of Hong Kong had to speak
against the EEC over policies which the UK, as a member
of the EEC, had already accepted on her own behalf.
This was in fact the inherent difficulty arising from
the fact that in view of the constitutional position
Hong Kong was inhibited from taking up a public position
in regard to the UK; by extension there might be diffi-
culties in doing so in regard to the EEC.
16. It was agreed that the UK delegates to both the
GATT and the EEC would be asked for their views on the
practical possibilities. Hong Kong Department would
take action in consultation with TPD, EID(1), and Com-
modities Department in the FCO and with the DTI.
17. Mr Haddon-Cave hoped further talks could be held
in September when he would be in London for the Common-
wealth Finance Ministers' Conference. This was agreed.
