Following are draft terms of reference as provisionally agreed.

Recognizing the great importance to many of the contracting parties of trade in textiles and textile goods of cotton, wool and man-made fibres, and the unsatisfactory situation that exists in international trade in these commodities,

Recognizing that solutions to the problems of trade in textiles should be sought against the background of the principles and objectives of the GATT,

The Council decides to set up a working party with the following terms of reference:

The Working Party shall determine and analyse the economic, technical, social and commercial factors which influence world trade in textiles, distinguishing the various textile sectors, both according to the fibres used and according to the degree of processing.

The Working Tarty shall complete its basic-determination of the facts by October 1, 1972 and shall report to the Council not later than the end of 1972.

Note: If it is thought to be necessary, it is suggested that

the possible spelling out of detailed points to be covered in the form of guidelines be reflected in the record of the Council discussion.
