To sum up: a digital radar simulator will be of considerable help in overcoming the difficulties of introducing the new secondary radar and its associated display systems at Hong Kong airport. It will raise the standard of efficiency of trainee radar controllers and shorten the time they would otherwise need to spend on "on the job" training, as well as enabling qualified controllers to go through refresher and advanced train- ing courses. In addition it will enable new procedures of air traffic control to be tested in safety. These benefits together will result in an overall improvement in air traffic flow with resulting benefits to all air- line operators using Hong Kong airport.
As certain British firms are in the front rank
as designers and manufacturers of digital radar simulators it is felt that this would be a most appro- priate item of equipment to obtain from the United Kingdom. On the basis of enquiries made in 1971 it is estimated that a suitable simulator for use in Hong Kong would cost between £150,000 and £200,000.
