Background

1.

Mr Burr's circular minute CF 245/246/06 of 25 September set out details of the new monthly returns of aid disbursements and commitments.

2. As mentioned in paragraph 3 of that circular, quarterly forecasts will for the present still be required for functional and regional technical assistance programmes, pensions and CDC.

3. Forecasts should represent a realistic assessment of outturn as at 31 October 1972. The exercise does not supplant or override the aid frame- work. Unless Finance Department's agreement is obtained separately, any figure in excess of the framework is not authorised even though it may be circulated by Finance Department in the summary of the results of this exercise.

Instructions

4. Departments of FCO and ODA listed at Annex A are now asked to provide:

(a) Forecasts of disbursements for the whole of the current financial year (ie from 1 April 1972 to 31 March 1973). Single figures should be given. We do not want a breakdown by quarters or a breakdown between grants and Ioans, nor do we want high and low estimates.

The form for these returns is at Annex B. A forecast of receipts classified as Appropriations-in-Aid should be included on Annex B, where applicable. A separate sheet should be used for each programme.

Functional TA should be forecast by subheads of the Overseas Aid (General Services) Vote. Finance Department will forecast the

Other Home-based Activities" subhead in a single figure.

(b) A forecast by financial years of expenditure which will arise during 1973/74, 1974/75 and 1975/76 from:-

(1) firm commitments already entered into, together with a

list of these commitments;

(ii) commitments which are likely to be entered into as a result of projects at present under negotiation, and

(iii) any other departmental plans.
