INTERDEPARTMENTAL REVIEW OF THE AID PROGRAMME

Since the Aid Committee Circular (71)19 of 27 September, the Interdepartmental Working Party under the Chairmanship of Sir Philip Adams has completed its work and its report was submitted to Ministers in December.

2.

Three other papers, have also been submitted:-

(i) The proposed Aid Framework for the five years

to 1975/76 (of which the third revised version was sent to you on 27 September under cover of Aid Committee Circular (71)18).

(ii) The 1971 Programme Analysis and Review (PAR)

report on ODA's Technical Assistance programme. (iii) The Central Policy Review Staff's comments on

the PAR report.

These aid/which are now out of the hands of officials, were all to have been considered together by the Defence and Overseas Policy Committee of the Cabinet on 21 January but the meeting was cancelled at the last moment. It now seems unlikely that the Cabinet will discuss the papers until late in February i.e. after the Secretary of State's return from his Asian tour.

4. I will of course let you know the outcome of the ministerial discussion. It might then be helpful to have a meeting of the Aid Committee to consider the implications for the FCO of any decisions arrived at by Ministers.
