AID TO HONG KONG

1. Mr Royle has asked why no publicity has been given to the

grant of £400,000 for equipment for technical institutes in

Hong Kong.

2.

It was agreed in April 1971 that we should not make any

announcement about this grant until we had made more progress

with the negotiations over the defence contribution.

We did

not finally settle the defence contribution until October 1971

just before Sir David Trench retired.

3.

Meanwhile it was agreed with the Governor that the grant

should be applied at the rate of £100,000 per institution as

and when individual projects were approved. Plans for the establishment of two further institutes (in addition to the Morrison Hill Institute which is itself being expanded) were

approved last year but the first of the two new institutes (at Tsuen Wan) will not be ready until 1974/75.

KK 9/Education recommended that we should provide £85,000 (out of

the grant of £400,000 to meet the cost of additional equipment
