As I have recently taken over responsibility for the ODA interest in Hong Kong I am replying to your letter of 22 December to Leach about money for the technical institutes in Hong Kong.
2. I agree that a submission should be made to Mr Royle recommending that a sum not exceeding £100,000 should now be offered to the Morrison Hill Institute and that we should reduce the £400,000 offered for the "four" technical institutes to £300,000. I should be grateful if you would arrange this.
3.
In the meantime I will, in the context of a current Finance Department exercise on the 1972/3 Aid Framework, put in a bid for the necessary money to meet the bill during 1972/3. I suggest that we leave consideration of how the Hong Kong Government should be informed of the new situation until we know the attitude of Mr Royle and whether this comparatively small sum can be accommodated during the next financial year.
