The discrepancy between the breakdown figures and the rounded off totals for 1974-75 and 1975-76 more than allows for the remaining £100,000 for the fourth technical institute. I am definitely assured by Mr Stanton that provision of £400,000 for technical institutes in Hong Kong has been made.

It is most important to remember that the TA figures are notional and this explains the apparent contradiction as between these figures and Mr Hillier-Fry's letter No MID 77/284/04 attached below.

Finance

Department make the provision but, as Head of the Middle East Mediterranean and Pacific Department, Mr Hillier-Fry has e responsibility for alloca ing technical assistance expenditure and ensuring it remains within the annual ceilings given at Table F for "Middle East and Pacific". What in fact his letter is saying is that he proposes to allocate to Hong Kong only about £0.05 of the 1972-73 provision of £ 0.4. however, committed to providing £400,000 to four technical institutes and it is now a matter of pressing Hong Kong's case both on timing and allocation (.e. to the Polytechnic if this is what is required)
