THE AID PROGRAMME

پور

I have discussed the attached papers with

Mr Stanton, Principal in Finance Department, ODA.

2.

Referring first to Appendix 1, Table B, the

Hong Kong position is as follows:-

13)

ウォ

The column headed (Cont) means "Constant Prices" and is the amount expressed in 1971 terms. The opera- tive figures are those in the cash column. Bearing in mind that all figures are rounded off, the capital figure for 1972/73 is, in fact, a legacy of a CD and W commitment to the University of Hong Kong

This dating from 1964 and amounting to £50,000. commitment ends in the forthcoming financial year and is not, therefore, repeated for the years 1973-76.

3.

The amounts shown after the side-head "TA" (i.e. Technical Assistance) include ALL aid other than capital and it is important to remember that all are notional within the overall figures given for the "Middle East and Pacific" at Table F, Appendix 1. This means, of course, that there is some latitude of allocations providing the total provision is not exceeded.

4. Under the "TA" umbrella therefore is included:-

(a) Regional Technical Assistance (RTA)

i.e. Technical Institutes (Equipment)

(6)

Training in Britain

Technical experts sent overseas.

Commonwealth Education Cooperation (CEC) i.e. Educational assistance (lecturers,

teachers, scholarships, etc.)

(c) Voluntary Service Overseas (VSO)

5. The A "breakdown" for Hong Kong is as follows:
