Mr Wood has suggested that it might be helpful for all FCO Ministers to be aware of the difficulties which face us in relation to the 1972/73 Aid Framework. I accordingly enclose copies of a minute which Mr Wood sent to the Secretary of State on this subject last month, together with a copy of a letter from Mr Wood to the Chief Secretary setting out the position in some detail. Mr Wood would be grateful if your Ministers would bear this situation in mind when considering any proposals which may involve seeking his agreement to new expenditure in 1972/73.
