2. The recent working papers on the aid Frame..ork have assimilated allocations to some dependencies so as to limit the amount or paper which inisters hd to reau.

Our normal practice is to set out the Pacific Territories separately and we shall, of course, do this in future, as we will with the Atlantic Dependencies.
The allocation for the "Choturn Jaribbean", however, was not assimilated in this way: e merely continued a past practice of a regional allocation. We had ourselves already begun to question whether it would not be better for this to.nl to pe prokten down bet.een the Ascociated yt Les and the Dependencies and we will certainly do this hon a framework has c...erged fro the presunt round on uiccuscions. I thin: it would introduce an unnecessary variation for us to introduce it while the Giscussions are still going on. Je shall, or course, have to deal with the "regional" item in the Eastern Caribbean allocution in s me suitable way.

We had wondered whether we ought to further and break down the allocutions by islands. But we think it is desirable to retain the degree of flexibility which group allocations give, especiall, to the Development Division. I imagine that you will agree with this.
6. I should remark, in regard to paragraph 6 of your minute, that the planning figures are all under review at the moment. Le canot, however, afford to make allocations anywhere on the qasis of the capacity to spend. That is one of the factors that we have to take into account but, as I have remarked depa.tely to ur Huijsman, it is not what they would like but What we have got.
