1. In your letter CF 258/239/01 of 3 February (copied to other joint Dependent Territories Departments and Hong Kong Department), you explained that this year's technical assistance provision for Dependent Territories Division amounted to £979,000 under the Regional Assis- tance subhead, with a further £60,000 for the Falland Islands available under the Latin American allocation, in other words a total of £1,039,000.

I assume that these figures have been taken into account in the review which it appears is nearing com- pletion. Meanwhile I should like to place on record, albeit belatedly, a few comments on detail.
Firstly,
we note that the figures include an allocation for Hong Kong of £32,000 (apparently for training purposes), although Hong Kong is not within the purview of the joint Dependent Territories Division, but comes, I believe under the Iiddle East and Mediterranean and Pacific allocation. Provision has been made under this latter regional category for £400,000 for Technical Institutes in Hong Kong.

Secondly, the total quoted above for denendent territories does not include the proposed regional allocations of £21,000 for the Pacific and C30;000 agroed for technical assistance regional assignments for more than one West Indian Dependency (Your minute C 241/30/01 of 27 April 1972 to Mr Huijsman) These would bring the dependent territory total to £1.09 million (or £1,058,000 excluding the Hong Kong training allocation). These are points of correction but I assume that the adjustments involved may have been taken into account in the review.

I should like to take this opportunity to mention that while in the particular circumstances of the current year's Technical Assistance allocations we do not wish to propose a separate gun to be earmarked ag a regional technical assistance reserve for dependent territories in 1972/73, we nevertheless consider that there is a case for a general reserve provision for dependent territorios and hope that this will be included when the time comes to draw up technical assistance allocations for 1973/74.
