Dick Crowson has told me that when he was in Hong Kong he had a word with you about the understanding reached with the Secretary of State on aid and that you said you were hoping to send proposals soon.
This is just to say that the Aid Framework for 1973/74 and thereafter will be considered next month and I would like if at all possible to put down a marker on behalf of Hong Kong. Any proposals we could have by then would therefore be most helpful.
