Now that the Prime Minister will not be visiting Hong Kong in September, Mr. Rippon has been giving fresh consideration to the question of including some unofficial discussions on the EC during his private visit to Hong Kong on 10-15 September.
The Governor has suggested that the visit should still continue to be described as private but that Mr. Rippon might agree to have discussions with officials and the unofficial members of the Executive and Legislation Councils on 14 and 15 September. This might best be done at two working lunches. The Governor has also suggested that Mr. Rippon should give a Press conference on arrivel.
Mr. Hippon would like to accept these suggestions and the Foreign and Commonwealth Secretary is quite happy that he should do so. Since the visit would, then, in effect, be half official we should be grateful if you would agree that the basic cost, except for the three days which HP. Rippon will be spending privately should be borne at official expense.
