SECRETARY OF STATE'S VISIT TO CHINA: CALL FOR BRIEFS

1.

The Secretary of State will visit China from 29 October until 2 November. It has been agreed that briefing will take the form of a comprehensive steering brief covering the international subjects likely to be discussed, accompanied by supplementary briefs on bilateral matters and background briefs on Chinese internal matters.

2.

An outline draft steering brief prepared by Far Eastern Department is attached. It has been approved by Mr Wilford. I should be grateful for any comments those to whom this minute is addressed may have. I should also be grateful if the Departments listed below could supply draft passages for inclusion in the brief by close of business on Friday, 13 October.

3. Contributions should be as short as possible, and take the form of a very brief account of the current position and of the main British (and where appropriate) Chinese interests in the matter, as a lead-in to the questions to which we want answers. They should conclude with important points (including, defensive points) which we would wish the Secretary of State to make. A model taken from the steering brief for the Prime Minister's visit to Japan is attached as a guide.
