VISIT OF SECRETARY OF STATE TO HONG KONG
1. I attach two draft briefs in connection with the forthcoming visit of the Secretary of State to Hong Kong on 2-3 November. I have been asked to submit these by 17 October and should be grateful for your comments before then.
2.
The first is a straight brief for the Secretary of State's visit and the second is for possible supplementaries for a PQ by Mr Baker on 23 October (this is before the visit but was put down before the date was postponed; we understand that it is not to be withdrawn).
