We have been giving very little aid to Hong Kong
because of her relative affluence. The ODA have
however already agreed in principle to the grant of
£400,000 towards the Hong Kong technical institutes.
20. The Secretary of State will recall that when he
was in Hong Kong last February he accepted the
Governor's view that the Colony had a political need
for outward and visible signs of a special and
beneficial relationship with the United Kingdom.
Carefully selected aid could supply this need. The
Secretary of State accordingly asked the Governor to
