Legco who have suggested that action should be taken to remove
any doubts or misgivings about the status of Hong Kong passport
holders. If asked the Secretary of State could say that the
status of Hong Kong passports is the same as those for all
dependent territories. The majority of Hong Kong residents
holding citizenship of the United Kingdom and Colonies do so by
virtue of their birth in, or connection with, Hong Kong and
only a very few have an entitlement to residence in the United
Kingdom; but, of course, unlike the Ugandan Asian UK passport
holders, they have a right of abode in and re-entry to their
country of residence. Looking ahead to the situation when the
lease of the New Territories expires in 1997 is a large question
which admits of no quick and easy answer.
EXPATRIATE STAFFING PROBLEMS
24.
During the last few months there have been detailed discussions
in London with the Governor, Colonial Secretary and senior officers
on Hong Kong expatriate staffing problems.
25. One of the major problems is the provision of overseas staff -
particularly for the Administrative Service in Hong Kong whether
by direct recruitment of new entrants or by secondment from the
UK Services. At present about 60% of the Administrative
Service remains expatriate, with the major proportion in the more
senior posts. Both for political requirements and administrative
needs it is important to provide a flow of young UK-based officers
into the Service.
26. The current world wide review of expatriate staffing needs of
dependent territories is designed to meet this requirement.
