3. The Secretary of State will lunch at Government House with officials,

Unofficial Members of the Executive and Legislative Councils and

businessmen. He will not be expected to make a speech.

The main topic for discussion on all these occasions is expected

to be the Secretary of State's visit to China, including in particular

anything he may have discussed in Peking of direct concern to the

Colony. A Note for the Secretary of State's use will be prepared in the

light of his Peking talks. A Defensive Brief on other matters is

attached in case Unofficial Members of Executive and Legislative

Council wish to widen the scope of the talks.

MEETING WITH THE PRESS

The Secretary of State will not be expected to meet the Press

on arrival from Peking but will hold a Press Conference at Beaconsfield

House prior to his departure from Hong Kong. Questions at the Press

Conference are likely to concentrate on the Secretary of State's visit

to Peking.

BRIEFS

Attached to this Steering Brief (Annex A) is the programme for the

visit. A general defensive brief (Brief No 2) and Personality Notes

are also supplied.
