SECRETARY OF STATE'S VISIT TO CHINA : PASSAGE ON "INTERNATIONAL TRADE AND FINANCIAL QUESTIONS"
1. I attach a first draft of the passage requested in Mr Hervey's minute of 9 October. It is difficult to forecast how the subject might come up and I have simply provided defensive briefs on the more likely topics. Could you let Catherine Pestell (in my absence) have any comments by Thursday evening, for incorporation in the final draft? We are also clearing the passage with the Bank, DTI, Treasury and ODA.
