prepare the brief on this subject. Before I circulatel it in draft to the DTI, I should be grateful if you could agree the enclosed text, which I have drafted in a way that we can bring it up to date easily by an additional piece of paper when we know the outcome of the TEXTAB/EXCO meetings.
