STRENGTH OF THE PUBLIC SERVICES

There is no overseas Service Aid Scheme Agreement with the Hong
Kong Government.

SALARIES COMMISSION
The 1971 Salaries Commission which the Hong Kong Government is
still considering has made the following major recommendations
in their Report that,
(a) the present scales should be replaced by a system of
class scales grouped by comparable function;
(b) the Government should consider setting up an Industrial
Civil Service, separate from the Civil Service, with its own
terms related to the industrial class of the private sector.
Some 41,000 Government Servants are in this group;
(c) there should be substantial increases in pay tapering
off at the higher level;
(d) education allowances should be paid for children of
local and overseas officers educated in Hong Kong. Overseas
education allowances for local and overseas officers should
be raised to the same rate as under the Overseas Service
Aid Scheme elsewhere;
