PROFESSIONAL OFFICERS

Professional Officers are still required in many fields and
are recruited generally on agreement terms with the possibility
of subsequent pensionable employment. Recruitment difficulties,
which vary according to the scarcity of the particular profession,
have been made more difficult by the lack of housing, out of date
education allowances, few holiday passages for children and low
terminal gratuity rates. These factors have made it unlikely that
officers will return for a second tour of duty. The new scales
and allowances recommended by the Salaries Commission go a long way
to make Hong Kong more attractive, always provided the housing
problem is also solved quickly.
(B) SUPPLEMENTATION FOR HONG KONG EXPATRIATE OFFICERS

Since
Supplementation by HMG for dependent territory staff is at
present provided under the Overseas Service Aid Scheme.
this supplementation has so far been treated as a matter for aid,
Hong Kong, on account of its wealth, has not qualified. Nevertheless
after completion of the 1971 Salaries Commission two of its UK
members submitted a separate report recommending on political
grounds that the UK should consider offering Hong Kong payments
to cover:
(a) any "topping-up" of salary in the UK of any particular
cadre of overseas officer when required;
and,
(b) all overseas education allowances and children's
holiday passages for overseas officers.
