of State would envisage three main sessions of

talks with Chi Peng-Fei, one with Chou En-lai

and possibly one with Mao Tse Tung. I imagine

that entertainment would involve a banquet given by the Chinese and a return dinner by the Secretary of

State. In addition there might be a social function

to meet EEC Ambassadors and one to meet members of

the Embassy together with any others concerned with

Anglo-Chinese relations whom you think the Secretary

of State might meet. I imagine that the sight-seeing will follow a fairly traditional pattern. The

Secretary of State would like to see something of

an agricultural commune outside Peking. We can look

at Lady Douglas-Home's programme nearer the time.

Visit to Hong Kong

2. This programme envisages a visit to Hong Kong

only on the return stage. The Governor has

recommended a short visit to Hong Kong both on the

way out and on the way back, and I recognise that an

opportunity on the way out to talk about Chinese

representation in Hong Kong would be of value. But

I think that a stop on the way out, even if brief, would be a significant addition to the Secretary of

State's programme and would prefer to avoid it if

we can. Could Hong Kong confirm that they agree

with this?

Composition of Party

3. The party is likely to consist of Lady Douglas-

Home, the PUS, myself, an Assistant Private Secretary, Hudson (the Secretary of State's Political Secretary, about whom I will write separately), two PAs, two detectives, Leahy, his PA, Harvey, two DWS staff and
