2 I am content with the line proposed regarding the visit to Hong Kong, although naturally we would have liked the Secretary of State to call in t on Kont on both the outward and return journeys had time permitted. Miss Kelly of the department was speaking on the telephone to the Governor in cotland this afternoon and took the opportunity of mentioning the visit to him. He seemed quite happy with the programme envisaged.
