Secretary of State's Visit.
It would be helpful to announce both visits soon
but we cannot do one without the other. In Hong Kong
the Governor will no doubt wish to announce it in the
form suggested in his telegram no. 858, which is
acceptable to us.

Commonwealth Affairs accompanied by Lady Douglas-Home,
