1. I welcome the voluntary restraint arrangement which was
agreed recently between HMG and Hong Kong officials in London.
I hope it will be accepted by the Executive Council of Hong
Kong at their next meeting.
WHY WERE RESTRAINTS NECESSARY?
HOW DOES THIS TIE IN WITH OUR NEW EEC COMMITMENTS?

We are sympathetic to Hong Kong's difficulties.
Q:
The Hong Kong Financial Secretary had a useful
exchange of views with Treasury officials in
September.
What came out of these talks?
A: That is a matter for my rt hon Friend, the Chancellor
of the Exchequer.
