The attached Parliamentary Question by Mr Peter Blaker

2. I attach a draft answer together with Notes for
Supplementaries.

A copy of the record of the Secretary of State's
discussions in Hong K ng on 14 February with Unofficial

Members of the Executive and Legislative Councils, together
with a copy of the speech which he delivered at the official
luncheon at the Mandarin Hotel on the same day are also
attached by way of background information.
4. Questions of this nature can give rise to a variety
of supplementaries and the Notes for Supplementaries
accordingly cover a fairly wide field.
5. As you know, there has been no publicity about HMG's grant of £400,000 for equipment for technical institutes. We ought therefore to refer this point to Hong Kong, and if we are going to send a telegram anyhow we might as well see if the Governor has any comments on our proposed reply to
Mr Blaker's Question. A draft is attached.
