1. I enclose a copy of a letter from the Deputy Colonial Secretary in Hong Kong to Mr Laird, and should be grateful for any comments you may have on paragraph 2 (c) (ii). It is not entirely clear to me what this sub-paragraph means.

2. I also attach a copy of the appropriate para- graphs of the record of the meeting between the Secretary of State and members of the Executive and Legislative Councils (paragraph 8).
