BRIETS FOR SECRETARY OF STATE'S VISIT TO HONG KONG

We have been asked by the Private Office to provide briefs for the Secretary of State's visit to Hong Kong by 26 January.

As agreed by telephone I am enclosing:-
(a) Hong Kong Telegrams 29 and 33 containing Marked items on which you agreed to provide a brief or briefs;
(b) Hong Kong Telegrams 27 and 30 which are
included for background information;
(c)
and (d)

a minute by Mr Graham on the form the briefs should take;
the answer suggested in reply to a press question which might have been raised at the then Secretary of State's Press Conference on 19 April 1970. (You will note that loans to Hong Kong are again linked with the UK balance of payments).
Although I have marked special items, I should be grateful if you would incorporate in the briefs any matters mentioned elsewhere in the four telegrams which, in your view, are related to the marked items or are within the specialised knowledge of your Department.
