You asked me yesterday if we would provide you with a piece for inclusion in a composite press release which I understand you will be making in London before the Secretary of State departs on his tour of the Far East.

Will you please let me know by telephone whether the following text is suitable for the purpose that you have in mind. If it is suitable, then

it will be necessary for us to clear it with the Governor of Hong Kong beforehand.

"The Secretary of State will be taking his leave of Her Majesty in Bangkok on 13 February and will then go to Hong Kong.

This is the first opportunity that he will have had of visiting the Colony since his assumption of office. And in view of HMG's special responsibilities for Hong Kong he is looking forward to seeing the situation there at first hand.

He will be having discussions with the Governor and his official and unofficial advisers and will be meeting other leading members of the community. He will also visit one or two housing estates and a textile factory.

The highlight of the visit will come at a large luncheon party on 14 February at which the Secretary of State will make a speech.

The Secretary of State will have a brief meeting with members of the Press on his arrival and will give a Press Conference on his departure."
