THE INCLUSION OF HONG KONG IN THE JAPANESE GENERALISED PREFERENCE SCHEME
1. The Secretary of State may wish to congratulate
the Japanese on having inaugurated their GPS on
1 August 1971.- one month after the introduction
of the EEC scheme and 5 months ahead of our own.
2. We understand that the Japanese are no
now(in) considering the "second stage" of their GPS to
be implemented in April.

3. Mr Aichi promised the Secretary of State that
Hong Kong would be included in the "second stage"
of the Japanese GPS and Mr Hirahara informed
Mr Royle that Hong Kong and other British and
foreign dependencies would be included in April.
The Japanese Ambassador in London confirmed to
Mr Royle in December that this was still the position.
4. Talks between the Japanese Ministries of Trade
and Industry and Foreign Affairs and representatives
of Hong Kong have been taking place and the
Ministry of Foreign Affairs have confirmed that
Hong Kong will definitely be included in the scheme
next April. But, there are doubts whether Hong Kong
