Your minute of 24 January about additional briefing on the points raised by Mr McLaren. The draft brief I have already prepared covers the reasons why HMG decided to have tariffs and quotas in 1972 (but I have updated it to give the current estimate of "pipeline" orders). The other points raised by Mr McLaren which concern Commodities Department are EFTA and EEC; and for these I attach (while returning the amended main part of the brief) suitable passages; logically these could be put at the end of the main brief.
