SECRETARY OF STATE'S VISIT TO HONG KONG
1. In his telegram No 27 Sir Murray MacLehose dealt with
the theme of the Secretary of State's visit as he saw it.
In his telegram No 30 he included his suggestions for the
speech to be made by the Secretary of State in the City Hall,
Hong Kong, on 14 February.
2. The Governor's draft has been amended slightly to take
account of comments received from other departments. It has
also been recast, the piece about Hong Kong's affairs being
put first (after a slightly different introductory paragraph)
followed by the paragraphs on international developments.
3. The revised draft which is attached has been prepared
after consultation with ATD, Commodities D, Defence D, DTGD,
Economists D, EID(1), FED, FPAD, News D, UN(pol) D, TPD,
Overseas Labour Adviser and Overseas Police Adviser.
4. Sir Murray MacLehose has remarked in his telegram No 70
that we have to face the fact that "the failure of the recent
textile negotiations has somewhat soured the atmosphere".
He has suggested therefore that paragraphs 3 and 10 of his draft (paragraphs 7 and 14 of the revised draft) "should be
amended so as to present a specific defence of HMG's position
vis-a-vis Hong Kong". We do not know to what extent the DTI
will feel able to move towards the Hong Kong position as
/recommended
