BRIEFING FOR MY ROYLE'S VISIT TO HONG KONG 10-15 NOVEMBER
1. You mentioned that Mr Royle wished to discuss the question of the briefing for his visit. I suggest the subjects to be covered should be as follows:
(i) China/Hong Kong matters including issue of Chinese representation in Hong Kong.
(FED is providing a brief on this for Secretary
of State's visit to China)
2. Copies of the following briefs which are being prepared for the Secretary of State's visit:

(ii) Textiles, the EEC and GATT.
(iii) Currency problems.
(iv) Mass Transit Scheme.
(v) Aid.
(vi) British Trade interests and the BTC.
(covering the points raised during Mr Rippon's visit to Hong Kong which the Secretary of State may not have time to deal with.)
In addition to the above, I would propose new briefs for Mr Royle on the following:
(vii) Visa problems (Japan. West Germany and the Netherlands)
(viii) Staffing.
(ix)
Television in Hong Kong (Rediffusion).
4. It might also be a good idea to provide a short Note listing subjects not requiring a brief but of which Mr Royle might like to ask for reports, ie
Tuesday o Moyle, the wilford
(a) The social welfare programme recently announced by the Governor.
(b) The Chinese language issue.
(c) Urban Council reform.
(a) The housing programme.
