arrangements would be underwritten by HMG and involve assistance

from UK. It is essential to associate the expatriate element

of the Hong Kong Administrative Service as far as possible with

the new proposals once these have taken concrete form. The

intention is they should initially cover new recruits to the Hong Kong Administrative Service, seconded officers from the Diplomatic Service or the Home Civil Service, and that at a later stage serving administrative officers would be given the opportunity to

join.

The Hong Kong Government may be reluctant to relinquish the idea of a self-contained service and is sensitive to the

difficulties that may arise with professional officers and local

fhcers

for the Administrative Service. On the other hand a career based in Hong Kong alone is not such a recruitment attraction as it

The provision of seconded officers from the Home Civil Service and the Diplomatic Service in greater numbers than at present will be an important element in future expatriate staffing. There are limits to the extent to which we can draw on the Diplomatic Service in particular, but as a first step one Grade 4 officers is to be it whyped to Avouche
