1. We spoke a short while ago about the need for a brief on this subject for the Secretary of State's visit to Hong Kong on 2/3 November.

it would probably be a good idea to provide him with a short Background Note to bring him up to date on the present position and I wonder if you will be good enough to provide a draft.
3. Mr Royle will also be paying an official visit to Hong Kong from 11-15 November and will no doubt be discussing staffing matters then. I should be grateful if you could let me know whether the brief for the Secretary of State will be sufficient for Mr Royle's purposes also or whether he should be provided with a more detailed Note.
