The Working Party on the future of Broadcasting,
set up by the Hong Kong Government early in 1970,
reported unanimously in October 1971 that a second
television service (which would provide for both
English and Chinese wireless services) should be
negotiated with RTV(HK) and that a third service
as
(Chinese only) should be ut out to public tender. The
Governor in Cuncil overruled the Working Party's re-
commendation on this particular point and decided that
public tenders should be invited for the second wireless
television licence as well. Rediffusion (RTV(IK)), originally made representations to the FCO urging that they should be granted a broadcast television licence by rivate agreement with the Hong Kong Government recommended by the Working Party. RTV (HK), feared they would incur heavy cash losses (they are already in a lifficult financial position) or might have to cease operating on the expiry of their current licence in April 1973. However, they were unofficially given to understand that RTV (HK) were strongly favoured as operators of the second wireless television service and were told by the Colonial Secretariat that tenders for
