repaid by the end of 1971. The fund's ceiling was raised to

HK$4.5 million in 1971. The organisation also administers a

revolving loan fund of HK$110,000 financed by the Cooperative for

American Relief Everywhere, specifically for shrimp fishermen.

4. HMG do not give aid to the natural resources sector in

Hong Kong, and on the face of it it might be difficult to single

out cooperatives for special treatment.
