part-time constabulary to combat crime. It is being
expanded, and pay increased, for this purpose.
The law has been strengthened to provide for appeals by
the Crown against inadequate sentences.
A new form of detention centre for young first offenders
was opened in June this year.
The Hong Kong Government have decided to start a police
cadet school on lines similar to that of the Metropolitan
Police, in order to raise the whole standard of the Force.
(f) A large police building programme is in hand and temporary
report centres have been established in urban areas
where there is not at present a nearby station.
(g) The police have made special arrangements to provide
advice on preventive measures to banks, jewellers and
others likely to be robbed.
(h) As the Hong Kong Government believe that much crime still
remains undetected they are examining what further steps
can be usefully taken to encourage the public to report.
Apart from such measures, the Governor hopes that the efforts
being made to improve the quality of life for everyone in Hong Kong,
in the fields of housing, education, social welfare, recreation
and so on, will have some long term effect on crime rates.
