MR ROYLE'S VISIT TO HONGKONG
1. We discussed, briefly, the channel by which we could get to Mr Royle supplementary briefing before he reached Hong Kong. I attach a draft telegram, addressed to Sydney, the substance of which has been cleared with the DTI and HKIOD. I have yet to receive comment from SWPD.
2. Before submitting to my Head of Department I should be grateful for any comment you may have, urgently please, particularly on the lead-in sentence of the draft.
