Following increased publicity that the Government was treating the N.T. unfairly compared with the Urban Areas (1.e. taking water, sand etc. but not providing sufficient services), the Heung Yee Kuk held a meeting in June 1971 following which they put four requests to the Government:

(a) N.T. residents should be allowed to build houses

for their own families on private land without interference by Government.

(b) Fair compensation buld be given to villagers

whose private land is resumed by Government for public purposes.

(b) Government should not, without adequate reason,

cancel leases for private land held under the Crown lease.

(d) The reasonable use of private land within planned

development areas should be permitted.

A copy of the Heung Yee Kuk's letter to Mr. Royle, together with the comments of, D.C.N.T., is attached. The letter largely revolves around the need to sort out the system of compensation for land resumed as a result of major development works now, and to a greater extent, in the future, being undertaken in the N.T. It is thought that the Kuk may sound out Mr. Royle on the following lines:
