VISA WAIVER ARRANGEMENTS BETWEEN HONG KONG AND GERMANY
AND HONG KONG AND JAPAN

Mr Royle wrote to Lord Windlesham at the Home Office on
17 March 1972 putting forward the Governor's suggestion that,
in order to encourage Germany to accede to an informal visa
waiver arrangement with Hong Kong, IIMC should agree that UK
citizens from Hong Kong deported from Germany might be sent
to the United Kingdom, where, if they were not admissible
(and it is legally impossible to guarantee them admission in
advance, which is what the Germans demand for all UK citizens)
they would be detained at the port of entry until repatriated
to Hong Kong. The full costs of such an arrangement would be
borne by the Hong Kong Government. The suggestion requires
Home Office approval before it can be put to the Germans since
it would fall to the Immigration Branch of the Home Office to
administer such an arrangement. The terms of our approach to

the Germans (to which we are committed) depend on the Home
Office reply (which has not yet been received) and on the out-
come of efforts currently being made through the German
Embassy in London to achieve a general relaxation in German
entry requirements for other United Kingdom citizens who are
not "belongers" of the United Kingdom. (Generally speaking,
the Germans will not issue visas to or permit the entry into
Germany of UK citizens unless they are exempt from immigration
